The Bangladesh Cricket Board consists of 25 directors. Ten of those directors are elected from Category-1, representing district and divisional sports associations. Current president Aminul Islam Bulbul entered the board through this category alongside several other divisional representatives.

The investigation focuses on how councillors from local sports bodies were nominated before they voted for these Category-1 directors. If those nominations were improperly influenced, the legitimacy of the directors they voted for becomes legally questionable, which means the legitimacy of the board’s entire leadership structure comes under scrutiny simultaneously.

Multiple complaints were raised after the most recent board election, alleging that certain district and divisional sports associations were influenced during the councillor selection process. The National Sports Council responded by forming the inquiry committee and simultaneously dissolving several ad-hoc committees operating within divisional, district, and Upazila sports associations.

Officials stated those committees had failed to organise proper elections within their own associations. New guidelines were issued requiring fresh seven-member ad-hoc committees to conduct transparent elections across those bodies. The dual action, launching an inquiry and dissolving local committees, signals that the NSC views the problem as structural rather than isolated to a single election event.
